A summary of how a Thailand BOI promotion application runs from filing to the promotion certificate, based on the BOI Investment Promotion Guide 2025.

Eight steps from filing to promotion certificate

  1. 01
    Research and prepare the project

    Study the BOI information via a BOI office or boi.go.th and confirm your activity is on the list the BOI promotes.

  2. 02
    File through e-Investment Promotion

    Applicants with eligible activities file online at boi.go.th. Some cases, such as efficiency-improvement projects, business transfers and social and local development projects, are filed on paper.

  3. 03
    Project presentation

    An officer contacts you to schedule a presentation within 10 working days of submission.

  4. 04
    Evaluation

    Review time depends on the size of the investment. See the table below.

  5. 05
    Notification of the decision

    The BOI notifies the applicant within 7 days from the date the resolution is certified.

  6. 06
    Accept the promotion

    Submit the acceptance form (F GA CT 07) through the system within 1 month of the notification. Extensions are available under BOI announcements.

  7. 07
    Apply for the promotion certificate

    Submit the certificate application form (F GA CT 08) with supporting documents within 6 months of submitting the acceptance form.

  8. 08
    The BOI issues the certificate

    Within 10 working days of receiving the complete form and documents.

Counted from submission of complete documents. Incomplete documents delay the clock, so check everything before filing.

Documents for the application

  • Copy of audited financial statements (if any)
  • History and details of the business
  • Pictures and/or product catalogue
  • Document showing the production process
  • Document showing the main machinery
  • Details of any measure claimed, and evidence of compliance with any special conditions

Documents for the promotion certificate

  • Promotion certificate application form (F GA CT 08), completed
  • Proof of fund transfer from overseas (for foreign investment)
  • Utility and manpower requirements form (F GA CT 13)
  • Any other evidence stated in the resolution letter

After the certificate is issued

The certificate is the start of using the incentives, not the end of the process. Promoted companies must follow the conditions in the certificate, for example by getting approval for machinery and raw material lists (raw materials through the RMTS Online system), reporting progress, and notifying changes to details on the certificate such as registered capital, shareholding structure, location or capacity.

Frequently asked questions

How long does a BOI application take?

Review takes 40, 60 or 90 working days depending on investment value (up to THB 200 million, up to THB 2,000 million, and over THB 2,000 million), counted from complete documents. This excludes document preparation and the acceptance and certificate steps.

What is the deadline to apply for the promotion certificate?

The certificate application form must be submitted within 6 months of the acceptance form, and extensions can be requested under BOI announcements if needed.

Where do I file a BOI application?

Through the e-Investment Promotion system on boi.go.th. Some cases, such as business transfers, are filed on paper.
